Electoral Literacy Club (ELC)
Objectives of the Electoral Literacy Club (ELC)
The Electoral Literacy Club (ELC) is constituted to promote electoral awareness and strengthen democratic values among students. The Club functions under the guidance of the Election Commission of India (ECI) through the Systematic Voters’ Education and Electoral Participation (SVEEP) Programme.
The objectives of the Electoral Literacy Club are:
- To create awareness among students about democratic values and electoral processes.
- To encourage eligible students to register themselves as voters.
- To educate students about their electoral rights and responsibilities.
- To promote informed, ethical, and inclusive participation in elections.
- To motivate young voters to participate actively in the democratic process.
- To organize voter awareness campaigns, seminars, debates, rallies, quizzes, and pledge programmes.
- To discourage electoral malpractices and promote free, fair, and peaceful elections.
- To develop responsible and informed citizens committed to strengthening democracy.

To build a democratic society by empowering young citizens with electoral knowledge, ethical values, and active participation in the electoral process.
Mission
- To promote electoral literacy among students.
- To encourage 100% eligible voter registration.
- To foster ethical and informed voting behaviour.
- To strengthen democratic participation through awareness activities.
- To support the objectives of the Election Commission of India under the SVEEP Programme.
Functions of the Electoral Literacy Club
- Organize voter awareness programmes.
- Conduct seminars, workshops, debates, quizzes, and essay competitions on electoral issues.
- Assist eligible students in voter registration.
- Celebrate National Voters’ Day (25th January).
- Conduct voter pledge ceremonies.
- Organize rallies and awareness campaigns.
- Disseminate information on voter registration procedures.
- Coordinate with the District Election Office and Booth Level Officers (BLOs) whenever required.
- Maintain records of all Electoral Literacy Club activities.
Legal Framework
The Electoral Literacy Club functions in accordance with:
- Constitution of India
- Representation of the People Act, 1950
- Representation of the People Act, 1951
- Guidelines issued by the Election Commission of India (ECI)
- SVEEP (Systematic Voters’ Education and Electoral Participation) Programme
- Directions issued by the Chief Electoral Officer, Jharkhand and District Election Office.
